JOB ANNOUNCEMENT [closing 01/31/2015]

DUTIES AND RESPONSIBILITIES:
Assists general public, departmental personnel and representatives from other agencies in obtaining police related information to include assisting people who come into the police station seeking help and information and answers telephone inquiries. Reviews, inputs, and processes police related documents and responds to requests for documents from various departments to include fill out forms, compose both internal and external communications and maintain accurate and orderly files and records. Maintains organized and accurate filing system and familiar with Quick-Book and Excel. Processes traffic data and mail requests payment notification to violators and completes daily revenue reports to include motor vehicle registration flagging program. Cashier duties that entail collecting fines, issuing receipts and balancing the books at the end of shift.

Prepares duty roster to indicate such police personnel information as days on, or days off, vacation scheduled, training schedule /records, and confidential personnel data. Maintains and produces police related documents for various reviews; distribute printed copies; updates various police reports; accesses, to include entering monthly data into the FBI uniform crime report ‘UCR’ databases.

And performs other duties as described under Chief of POLICE.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of local, state and federal regulations affecting work.
Knowledge of public records and disclosure regulations.
Knowledge of departmental policies and procedures.
Knowledge of English usage, spelling, grammar and punctuation.
Skill in effectively dealing with the public and other agencies.
Skill in QuickBooks, Excel, Omni and complex filing systems.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Work involves light work generally in an office setting. There is frequent need to sit, talk or hear, use hands to finger, handle or feel and perform other similar actions during the course of the workday. The BHPD promotes a drug/alcohol free work environment through the use of mandatory pre-employment drug testing. 

MINIMUM QUALIFICATIONS:High School Diploma or GED and two (2) years clerical experience, or any equivalent combination of training and experience. Higher education classes in administrative assistance, office operations or criminal justice are considered assets to include bilingual in Spanish. Must past comprehensive background and able to obtained CJIS – NCIC certification.

It is Berwyn Heights ‘Night Out 2014’ Against Crime!

The “31th Annual National Night Out" (NNO), a unique crime/drug prevention event sponsored by the Berwyn Heights Police Department, has been scheduled for Tuesday, August 5, 2014. Last year's National Night Out campaign involved citizens, law enforcement agencies, civic groups, businesses, neighborhood organizations and local officials from all 50 states, U.S. territories, Canadian cities and military bases worldwide.

NATIONAL NIGHT OUT is designed to:

Heighten crime and drug prevention awareness;
Generate support for, and participation in, local anticrime programs;
Strengthen neighborhood spirit and police-community partnerships; and
Send a message to criminals letting them know that neighborhoods are organized and fighting back.

ATTEMPTED BREAKING AND ENTERING *UPDATE*
A look out of the vehicle believed involve in the attempted B&E was given out and the suspects were seen in the area of old Berwyn towards Baltimore Avenue. PG County officers and the University of MD police gave chase attempting to stop the vehicle. Further observation revealed that there are three black male suspects inside the vehicle. They fled in a black Honda pilot displaying a stolen DC tag of 'EC7194'.

ATTEMPTED BREAKING AND ENTERING
On January 9, 2014 at approximately 9:36 AM, an unknown person attempted to gain entry into the resident of the 5600 block of Osage St. The suspect attempted to enter the house through the basement window by breaking the glass. The suspect was seen fleeing in a dark colored Honda CRV SUV. The vehicle was displaying an 'Orisman's dealership frame' with DC tags.

ROBBERY
On December 25th. 2013 at 4:57 am, a robbery occurred at the 7-11 on Greenbelt Road. 5815 Greenbelt Rd., Berwyn Heights, MD. A male wearing a mask entered the store, gestured that he has a weapon and demanded money. After receiving money, he fled out of the store. No employees were hurt.

BURGLARY
Burglary occurred in the 5700 block of Ruatan Street. Berwyn Heights, MD at approximately 9:37 pm. Suspect, a Latino male, dark clothing (possibly a dark blue plaid shirt), 30's-40's y/o, stocky build broke out the window to gain entry. The suspect fled the scene when the owner confronted him. 

The burglary suspect has been doing the same to College Park as well as City of Greenbelt.

BURGLARY
Resident at the 5700 block of Seminole Street just reported that her house was burglarized while she was away. She travels back and forth from her boyfriend's house and hardly stays in BH. She left on Nov. 23 and returned today to find that some of her coins and a TV are missing. It was determined that the suspect(s) entered through the front door that wasn't properly secured.

On September 2, 2013 at 9:47 pm Pfc. Krouse responded to the 5900 block of Tecumseh Street for a report of a burglary of a vacant house. Suspect(s) entered through the basement door. Once inside, copper pipes were removed. It was determine that the theft occurred between August 14 and September 2, 2013.

CONGRATULATIONS PFC. SCOTT KROUSE
Please congratulate Pfc. Scott Krouse on a job well done for completing a rigorous two weeks of DARE training and certification. He was among 32 officers from as far as Canada and Washington State who was chosen to participate in the program. Pfc. Krouse is the first officer in BHPD history to be certified as a DARE Officer.

On August 8, 2013 between 5:30 am –1:30 pm, a burglary occurred in the 6200 block of Seminole Place. Berwyn Heights, MD. Unknown person entered through a rear door of a vacant house. Once inside, the suspect(s) removed copper pipes. No one was at home during the aforementioned incident. Investigation continues.

UPDATE
On August 7, 2009 at approximately 1:37 pm, I responded to the 6000 block of Berwyn Road for a report of a burglary. On scene the house was ransacked and several items of value were taken. With the help of the patrol division, the house was secured, the crime scene processed and evidence submitted. On May 5, 2010, as a result of the latent prints being entered and searched through the Maryland Automated Fingerprint Identification System (MAFIS), the latent prints were identified with the known prints of Antjuan Jamar Stewart, a 23 y/o, b/m, a resident of Capital Heights, MD. On May 13, 2013 the Attorney for Mr. Stewart requested a reexamination of the submitted latent prints and once again, Mr. Stewart was identified through the reexamination of his prints. On July 1, 2013 Mr. Stewart pleaded GUILTY at the recommendation of his attorney. Sentencing will be schedule within the next Month.

BURGLARY UPDATE
On 05/16/12 between the hours of 1:30-2:00 pm, two houses were burglarized. One at 8800 block of Edmonston Road and the other at 7600 block of Charlton Avenue. A short time later at 2:30 pm an attempted burglary occurred in the 7300 block of Edmonston Road. However, the home-owner was home and alerted the police. The suspect was later caught and positively identified by the home-owner of the 7300 blk Edmonston Rd. On his person were several items taken from the 7600 blk Charlton Ave. Travis ISREAL a 22 Y/O, B/M a resident of Seat Pleasant, MD was charged for attempted burglary of the 7300 blk Edmonston Rd. He will also be charged with the two burglary in Berwyn Heights. In addition, I personally arrested him for prior burglary in Berwyn Heights. 

The above Defendant Travis ISREAL was found GUILTY as of June 24, 2013 for the burglary listed above. Evidences were overwhelming, to include positive latent prints, shoe prints at the scene and items found on his person. He was sentenced to 20 years.

BURGLARY
On May 8, 2013 at 5:30 pm, a burglary occurred in the 8900 block of 56th Avenue. Suspects entered through a basement door. Once inside, the suspects heard officers from the BHPD and attempted to flee out through which they entered. All suspects were apprehended by BHPD officers and identified as a 22 y/o B/M, 18 y/o, W/F, and a 20 y/o, W/F. They were arrested and charged with burglary and malicious destruction.

BURGLARY
On April 19, 2013 at 2:15 pm, a burglary occurred in the 8500 block of 60th Avenue. Unknown person entered through a basement door. Once inside, the suspect(s) removed items of value. No one was at home during the aforementioned incident. A canvas of the area revealed five suspicious males departing the scene and acting suspicious. They were seen fleeing towards Westchester Park and quickly detained by the BHPD. On their persons were items taken from the burglary. One of the suspects fled the scene. All four males are juvenile 15-16 y/o and residents of Riverdale Park, MD including Washington DC. They were arrested and charged with two counts of burglary first degree, felony theft and malicious destruction.

Armed Robbery
An armed robbery occurred today at approximately 4:15 pm at the Prince George's Scrap Yard. A B/M with a hand gun entered the building and demanded cash. It was determine that approximately $30,000.00 in cash was taken. No one was hurt. BHPD along with PG County police responded.

THOMAS LEE POSEY
A 57-year-old convicted rapist has pleaded guilty to killing a young NASA intern and the rapes of two University of Maryland students during the early 1990s. Thomas Lee Posey, a longtime Maryland prisoner, has pleaded to first-degree murder in the June 1990 rape and strangulation of 22-year-old Margaret Perkins, an intern at the Goddard Space Flight Center in Greenbelt. Her body was found in Berwyn Heights, MD. Posey last week also admitted to raping two different college students in May and September of that same year. This was a cold case and I commend all Park Police Officers and Detectives with this ongoing investigation since 1990. 

“The dead cannot cry out for justice. It is a duty of the living to do so for them.” We can put to rest that this monster will not harm anyone outside his confinement and Ms. Perkins can rest in peace knowing that justice served bringing her case to a closure.

On January 9, 2013 between 10:00 am and 2:00 pm, a burglary occurred in the 8500 block of 58th Ave., Berwyn Heights, MD. Unknown person climbed through a basement window. Once inside, the suspect removed a various items. No one was at home during the aforementioned incident. Investigation continues.

Lt. Governor Brown Announces Domestic Violence Program Adopted by Prince George's Law Enforcement

All 30 local law enforcement agencies in the county will adopt use of Lethality Assessment Program to protect victims of domestic violence

HYATTSVILLE, Md. (October 23, 2012)
 – Lt. Governor Anthony G. Brown today joined Congresswoman Donna Edwards, state and local officials and representatives from law enforcement and domestic violence victims’ advocacy groups to announce that all 30 local law enforcement agencies in Prince George’s County will adopt use of the Maryland Network Against Domestic Violence’s nationally recognized Lethality Assessment Program (LAP) in an effort to protect and assist victims of domestic violence. The program will be implemented in coordination with the Family Crisis Center Inc. of Prince George’s county, the Governor’s Office of Crime Control and Prevention (GOCCP) and the Maryland Network Against Domestic Violence (MNADV). 

“By bringing together all 30 County, Sheriff, and Municipal police departments to implement the Lethality Assessment Program, we’re making Prince George’s County, and our state, a safer place to live,” said Lt. Governor Brown. “Since 2006 we’ve driven down violent crime in Maryland by 25%. And today, our police officers, counselors, health care workers, victim’s advocates, and state agencies stand united as we work toward a violence-free Maryland.” 

The Lethality Assessment Program—Maryland Model (LAP) integrates an evidence–based screening instrument with an accompanying protocol to identify those victims of intimate partner domestic violence that are at the greatest risk of being killed, at the scene of a call for service, and to connect them immediately to the local domestic violence program. Research shows that putting victims in touch with services as soon as possible can reduce domestic violence related homicides, serious assaults and repeat victimization. The goal of the LAP is to prevent domestic violence homicides, serious injury, and re-assault by encouraging more victims to utilize the support and shelter services of domestic violence programs. 

To implement the LAP in Prince George’s County, GOCCP will award $217,650 in grant funds. In total, GOCCP has awarded over $1.1 million in federal and state grants to implement LAP across the state. 

“In Prince George’s County, we are committed to preventing domestic violence and protecting people who are victims of this abuse. Domestic violence destroys families and communities,” said County Executive Baker. “With the help and cooperation of dedicated partnerships such as the Maryland Network Against Domestic Violence (MNADV), and their Lethality Assessment Program, I am confident that we will decrease incidents of domestic violence in our communities.” 

The LAP represents an opportunity born from three bodies of research by Dr. Jacquelyn Campbell, of the Johns Hopkins University School of Nursing, spanning 25 years. It is a first-of-its-kind initiative in the United States, was created in Maryland, and has won national recognition. 

“The adoption of the Lethality Assessment Program will make families, communities, and victims of domestic violence safer. It is also a testament to the great work we can accomplish when advocates and various levels of government unite under one common goal: ending domestic violence,” said Congresswoman Edwards. “As we observe Domestic Violence Awareness Month, let’s continue working together to improve the lives of those experiencing domestic violence." 

“LAP was a model developed here in Maryland, so it makes sense that we lead the nation in fully utilizing this tool to aid domestic violence victims in each Maryland county,” said GOCCP Executive Director Tammy Brown. “GOCCP is delighted to be spearheading the full implementation of this nationally recognized program in Prince George’s County and throughout the state.” 

Through the collaboration of MNADV and GOCCP, the LAP initiative in Prince George's County recruited and will train all the agencies to implement the LAP county-wide by the beginning of 2013. More than 2,000 officers from 30 law enforcement agencies in the County will receive specialized training. These agencies include: 

Prince George’s County Police Department 

Prince George’s County Sheriff’s Office 

All 24 of the municipal police departments in the County 

Maryland Capital Park Police of Prince George’s County 

University of Maryland Police Department 

Bowie University Police Department 

Prince George’s Community College Police Department 


“There are many highly qualified and dedicated professionals in the field of law enforcement, advocacy, and crisis intervention working together as a team on this project. In light of all this hard work I expect it to be highly successful and anticipate a reduction in intimate partner - domestic violence homicides,” said Edmonston Police Department Chief Stephen Walker. “I look forward to a continued partnership with these agencies on this and other projects.” 

“We have already seen tremendous success with the LAP program across the state and I know that brining this program to Prince George’s County is going to save lives,” said Prince George’s County State’s Attorney Angela D. Alsobrooks. “As leaders in our community, we have a responsibility to fight for those who cannot fight for themselves and this will be another tool to help us ensure the safety of all those we are privileged to serve.” 

The LAP is a two-pronged intervention process that features a research-based lethality screening tool and accompanying protocol referral that provides direction for law enforcement, medical personnel, clergy, social workers and others to initiate appropriate action based on the results of the screening process. 

“The Maryland Network Against Domestic Violence is delighted to be working with the thirty law enforcement agencies in Prince George’s County in implementing the life-saving Lethality Assessment Program on behalf of victims of domestic violence,” said Michaele Cohen, Executive Director of the Maryland Network Against Domestic Violence. “With this pledge of commitment in Prince George’s County, Maryland is at 100 percent law enforcement participation.” 

"The full implementation of The Lethality Assessment Program in Prince George’s County will ensure better coordination of services to the women and children that are affected by Domestic violence. It will also mean quicker and timelier services will be provided to the victims most in need of those services,” said Malinda Miles, Executive Director of the Family Crisis Center. 

Currently, 88 police departments in Maryland use lethality assessments, including the Baltimore Police Department. The ultimate goal is to implement lethality assessments statewide. 

October is Domestic Violence Awareness Month. Combating domestic violence is a personal cause for Lt. Governor Brown. In August 2008, his cousin Cathy was senselessly murdered by her estranged boyfriend. Building on his experience as a legislator and the perspective provided by this tragedy, Lt. Governor Brown has championed reforms to combat domestic violence. Earlier this month, Lt. Governor Brown announced two new laws taking effect to protect and assist victims of domestic violence in Maryland. Under one new law, Marylanders who are forced to leave their employment to escape the threat of domestic violence will be eligible for unemployment insurance benefits. A second new law requires judges to report whether or not defendants are found to have had a “domestically-related relationship” with their victims. 

Lt. Governor Brown championed successful efforts in 2009 to improve domestic violence laws by giving judges the authority to take guns out of the hands of domestic abusers. During the 2010 Legislative Session, Brown worked with members of the General Assembly, domestic violence advocates and stakeholders to pass legislation allowing a victim of domestic abuse to terminate a residential lease with a copy of a final protective order.

NEW LAW ALERT ISSUED FOR MOTOR SCOOTER AND MOPED RIDERS

Maryland State Police and local law enforcement are reminding the owners and riders of motor scooters and mopeds that a new law taking effect October 1st, 2012 that will make significant changes in the use of their chosen form of transportation. 

On October 1, 2012, new Maryland vehicle laws will take effect that require all motor scooters and mopeds to be titled and insured, while all operators and passengers must wear a helmet and eye protection. These new requirements are in addition to the existing law that requires all motor scooter and moped operators to possess a valid driver’s license or a moped operator’s permit. 

All drivers and passengers of motor scooters and mopeds will be required to wear motorcycle helmets that meet safety standards set by the United States Department of Transportation. Drivers and passengers must also wear eye protection, unless the vehicle is equipped with a windscreen. 

Motor scooter and moped owners will be required to insure their vehicles. They must obtain at least the minimum vehicle liability insurance and must carry proof of the insurance with them whenever they are operating the scooter or moped. 

Motor scooters and mopeds will be required to be titled by the Motor Vehicle Administration. Owners will be able to obtain titling information through the MVA website at www.mva.maryland.gov beginning October 1st. When the title is obtained, the vehicle owner will be provided with a decal that must be displayed on the rear of the vehicle. 

Maryland law defines a motor scooter as a non-pedal vehicle that has a seat for the operator; has two wheels, of which one is ten or more inches in diameter; has a step through chassis; has a motor with a rating of 2.7 brake horsepower or less, or a 50 cc engine or less; and is equipped with an automatic transmission. 

A moped is defined as a bicycle that is designed to be operated by human power with the assistance of a motor; is equipped with pedals that can drive the rear wheel(s); has two or three wheels, one of which is more than 14 inches in diameter; has a motor with a rating of 1.5 brake horsepower or less and a 50 cc engine or less. 

The drivers of motor scooters and mopeds are required to follow the same rules of the road as bicycles. Those rules include:
-Drivers must ride as near to the right side of the roadway as practical and safe as possible, except when:
--Making a left turn;
--Operating on a one-way street; 
--Passing a stopped or slower moving vehicle;
--Avoiding pedestrians and road hazards;
--The right lane is a right turn only lane;
--Operating in a lane too narrow for a bicycle or motor scooter and another vehicle to travel safely side by side.

-Drivers may ride side by side only if flow of traffic is unimpeded;
-Drivers must exercise due care when passing;
-Headsets covering both ears, or earplugs in both ears are not permitted;
-Scooters or mopeds may not be operated on roadways with speed limits greater than 50 mph;
-Scooters or mopeds may not be operated at more than 30 mph;
-Drivers may not operate on a roadway where there is a smooth paved bike lane or paved shoulder available, meaning they must use the bike lane or paved shoulder instead of the roadway; 
-Drivers must obey the rules of the road applicable to all vehicles.

Troopers and local law enforcement across Maryland have received training regarding the new laws. Scooter and moped drivers who violate the new law can expect to be stopped and issued traffic citations or warnings, beginning October 1, 2012.

The Town of Berwyn Heights and the Berwyn Heights Police Department welcome back students to their first day of school on August 20th, 2012. For the safety of the students and town residents, police officers will have a significant increase in presence. It is important to remember that the school safety speed limit is 15 mph. Police officers will be conducting traffic stops of those violating state and local traffic laws. Police will be issuing tickets; there will be no warnings during the first two weeks of school. Please be sure to keep your eyes open for young children walking to school, slow down, and drive safely.

ALERT
On Sunday July 22, 2012 at 3:31 pm, officers from the Berwyn Heights Police Department were dispatched to the 8600 block of 57th Avenue for a call to check on a welfare. A forced entry was made with the assistance of the fireboard and a 36 y/o, w/f, was located in the basement suffering from a laceration to her neck. She was pronounced deceased. On Monday June 23, 2012 at 10:00 am, the Prince George's County Police Homicide and the patrol division apprehended a person of interest after a fast chase came to an end in the area of the College Park Metro. Andrew Kugler a 37 y/o, w/m, was charged with 2nd degree murder. The aforementioned is being investigated by the Homicide Division of the Prince George's County Police. 

April 25, 2012
On 04/25/12 at 3:00 pm, a burglary occurred in the 8500 block of Edmonston Road. Unknown person(s) entered the domicile through a unlocked window and removed a laptop computer and miscellaneous jewelry. 

March 28, 2012
On March 27-28, 2012 between 8:00pm and 7:00am, a burglary occurred in the 5700 block of Berwyn Rd., Berwyn Heights, MD. Unknown person pried through a rear basement door and entered the domicile. Once inside, the suspect removed a TV and various tools. No one was at home during the aforementioned incident and the hose is under construction at the time. BHPD are asking residents to call the police immediately if they see anyone acting suspicious in or around their neighbor’s house.

On Friday March 30, 2012 the BHPD will be conducting a Town wide traffic and pedestrian safety enforcement to include Municipal Infractions. All violators will be ticketed. No warnings.

The Maryland State Police have issued a Maryland AMBER Alert on behalf of the Prince George’s County Police. Further information is as follows: 

Child: Wilbert Caceres Garcia, 9 year old Hispanic male, 4 ft tall and 80 lbs, with Black hair and Brown eyes. The child was last seen wearing a white polo shirt & blue pants (school uniform). Other description: None. 

Suspect: Silvia Guadalupe Garcia, Hispanic female, 36 years old, being 5'2" tall and 130 lbs, with Black hair and Brown eyes. The suspect was seen wearing Unknown clothing. Other description: None.

Vehicle: Black 1993 Mercedes Benz 190 class with MD tag: 8AG0407. Other descriptors: Dent on right rear door.

Last Seen in the Landover area of Prince George's County, Maryland on Thursday, March 15, 2012 at approximately 7:50 a.m.

Anyone with information on the child’s whereabouts is asked to immediately call 911 or the Prince George’s County Police at 301-352-1200.

On February 15, 2012 between 10:30am-10:49 am, a burglary occurred in the 6000 block of Berwyn Rd., Berwyn Heights, MD. Unknown person smashed through a rear storm door and entered the domicile. Once inside, the suspect triggered the motion detector and fled scene. BHPD are asking residents to call the police immediately if they see anyone acting suspicious in or around their neighbor’s house. The suspect is described as a black male with dreadlock. He fled in a silver colored vehicle. The aforementioned case is being investigated by the BHPD. Anyone with information that could assist the BHPD, please call Det. The Berwyn Heights Police and the Prince George’s County Police Department are investigating an Armed Robbery at the Beltway Plaza Gas Station 5900 Blk of Greenbelt Road. 

On January 22, 2012 at approximately 9:20 p.m., officers from the BHPD responded to the Beltway Plaza Gas Station on Greenbelt Road located in Berwyn Heights, MD for a report of a armed robbery. When patrol officers arrived, they learned that a black male suspect ran inside the store pointing a handgun at the employee. The suspect was wearing dark clothing and fled towards 58th Ave. No one was hurt and around $100.00 was taken.

High Visibility Campaign
The BHPD will be conducting a high visibility patrol including traffic enforcement between 7:00 am - 6:00 pm on Friday, July 29, 2011. NO WARNINGS WILL BE ISSUED. Anyone caught violating traffic law will be cited [25 MPH = 25 MPH] and anyone caught committing any crime will be arrested and charged.
